Gentleman,

Colonial Secretary's Office, Hongkong, 13th. March, 1914.

Referring to your letter of the 10th.March, I am directed to inform you that this Government is unable to permit

your firm to act for the Chinese Government or to brief Counsel

on their behalf to assist the Crow in extradition cases in this

Colony. I am to refer you to the letter addressed to you on the

11th. February by the Crown Solicitor to the effect that it is not

considered either necessary or advisable that the legal officers

of the Crown should avail themselves of any outside assistance in

these matters.

This Government regrets that it cannot take cognizance of steps already taken by you, without its permission,

to brief Counsel on behalf of the Chinese Government.
